Phosphor 1.16.1 Backport 0.7.0-SNAPSHOT+2021-01-06

This is an unofficial backport of the latest release of Phosphor to 1.16.1. Differences from upstream are minimal, and upgrading from 0.6.0 is strongly recommended as the last official release included a number of bug fixes for Phosphor itself, as well as issues causing lag in the vanilla game.
