Number of runs that complete differs from the number of runs that succeeded in OperatorRun #920

An operator run is desynchronized where a run it's tracking is COMPLETED as a RUN but shows as still RUNNING, requiring manual fix.

The current fix is to go through the django admin page and manually push it through (so that RUNS total == RUNS completed).

If this isn't fixed, this will not trigger the next part of the chain.
