It seems this GitHub action failed last night to setup. Here is the interesting part of the log:

Run msys2/setup-msys2@v2
Downloading MSYS2...
Extracting MSYS2...
Disable Key Refresh...
Restoring package cache...
Starting MSYS2 for the first time...
Disable CheckSpace...
Updating packages...
Killing remaining tasks...
Final system upgrade...
  C:\Windows\system32\cmd.exe /D /S /C D:\a\_temp\msys\msys2.cmd -c "'pacman' '--noconfirm' '-Suu' '--overwrite' '*'"
  warning: database file for 'ucrt64' does not exist (use '-Sy' to download)
  :: Starting core system upgrade...
   there is nothing to do
  :: Starting full system upgrade...
  error: failed to prepare transaction (could not find database)
  Error: The process 'C:\Windows\system32\cmd.exe' failed with exit code 1

Could it be that the packages servers were down?

I added a new repo to pacman and the GHA can't handle that right now. I reverted this morning.

In case we add a new repo in pacman we get a new pacman.conf which might
contain new repos which haven't been synced yet. This makes the final
upgrade fail with "database file [...] doesn't exist".

To prevent this also sync at the last step.

Fixes msys2#119
