Fix UpdateDeviceConfiguration

Description

• Now works when target device is running nanoBooter
  (requires fw image supporting ReadMemory command in nanoBooter)

Motivation and Context

• Allows storing configuration blocks when target is running nanoBooter (previously was only possible when running nanoCLR)
