Adding System.IO.Ports support

Description

• Add assembly declaration.
• Update CMakes accordingly.
• Add implementation for all platforms.

Motivation and Context

• Adding System.IO.Ports support to replace Windows.Devices.SerialCommunication
• Aligning the API with .NET 5.0
• Related to issue Deprecate/drop Windows.Devices namespace in favour of System.Device Home#620

How Has This Been Tested?

• Full tests running on an ESP32.
• ChibiOS images building.
