Remove format check on PR title

Format checks on the PR title tend to be a nuisance. PR titles on github are only for human consumption at the time of review and the needed reference(s) back to github issue numbers is already enforced by the commit message checks.

Disable PR title format enforcement

Additional context
If the CCB does not like the formatting of the PR title, then it can be edited in real-time at the time of code review.
As long as the commits refer to the issue that they fix, the PR title isn't as important, and the format check is too rigid (e.g. it doesn't play nice if one needs to put more than one issue fix into a single PR, sometimes necessary when there are dependencies between them).
