Mostly process stuff:

• Labeling Issues instead of Pull Requests (except for CCB markings)?
• "enhancement" label: should this only refer to things that change the "public" API? For example, backwards-compatible changes?
  • Maybe we can have a new-API label or "API-enhancement" or something along those lines?
• New labels!
