Info about lack of some data in sysinfo for non-legacy community version #1208

What:
Change introduces a message for non-legacy community version on sysinfo component which informs user that complete data is available only in enterprise version of Neo4j.

Why:
Fixes #1100

Few months ago I was wandering why - after installing 4.0.3 CE Neo4j on my VPS - sysinfo component does not contain all info available on my other 3.5+ server. I thought that i had something misconfigured, but then i found #1100 issue opened on github.

Details:

  1. I've decided not to hide all columns - I left the 'Databases' untouched. Other tables without data are hidden if there is no data.
  2. Legacy sysinfo behaves as before.
  3. Please find the screenshots I've made (after change):

Change:
(v4.0.3-CE) - Displays info that some data is missing - and why:
4 0 3-community

4.0.3 Enterprise - works as before
4 0 3-enterprise

Legacy versions also works as before:

3 5 16-community

3 5 21-enterprise

Thanks for fixing this! Great to see you've added proper tests and already signed the CLA.

I'll update some settings on our side, re-run the tests and then merge unless you've got any comments @HerrEmil?
