BASE_PATH not used in 'View site' link on admin page

Environment

• Python version: 3.6.6
• NetBox version: 2.4.3

Steps to Reproduce

Configure NetBox to run under a base path different than '/'. In our case '/netbox/'. Go to the admin site, which includes the base path (/netbox/admin/). The button ' View site' links to '/' instead of ' /netbox/'.

All other links, on the admin site as well as the NetBox interface, include the base path. So if 'View site' is inteded to link you to the base page instead of the NetBox landing page it would be great to add a link that takes you back from the admin page to NetBox.
