Version 3.0.7 Can't edit a user when im with administrator

Steps to reproduce

1.When we create a user, if we save, and we forgot something, if you want to change you can't
2.When you try to edit when the user is created this error appears (At least one administrator required) when im with my administrator account
3.

Expected behaviour

I could edit the users profile when i wanted without any restrictions.

I had the same problem. I had to edit the admin user and fill the missing information (Name, Last name, e-mail). After that I could edit all othe users.

I have configured the admin information and this resolved the problem.
