FIX: Determine multi-echo echo numbers from EchoTimes #366

Closes #347. If the EchoNumber tag is missing from the sequence metadata, this will use the EchoTimes from the associated multi-echo files to determine echo number.

I have a PR in the works that hopes to replace a lot of the built in echo functionality with more user-controlled options, but in the meantime let's get this in.

We should ensure echotime is available

Suggested change

and just set echo_number to None if neither are defined.

I was thinking that, since this line should only be reached if the data are multi-echo, it should raise an error if EchoTime is unavailable. What was happening before (in #347) was that the real cause of the error (missing EchoNumber field) was being obscured because the value was defaulting to 1. The error I was getting there was from copying files, which was hard to interpret.

That said, maybe defaulting to None will make the resulting error clearer, while defaulting to 1 made it confusing.

Either way is fine to me - let's keep it as you have it. Could you merge with master - the CI problem should be fixed now

Either way is fine to me - let's keep it as you have it. Could you merge with master - the CI problem should be fixed now

I'm not sure what's causing the Py2.7 tests to fail, but it looks like it's happening for ReproIn tests specifically.

Ugh.. it looks like there were some side effects to the mass refactors included in the latest nipype release (1.2.1). I'll look into this - your fixes look good.

This is largely a bug fix.  Metadata and order of `_key-value` fields in BIDS
could change from the result of converting using previous versions, thus minor
version boost.

- Use [etelemetry](https://pypi.org/project/etelemetry) to inform about most
  recent available version of heudiconv. Please set `NO_ET` environment variable
  if you want to disable it ([#369][])
- BIDS:
  - `--bids` flag became an option. It can (optionally) accept `notop` value
    to avoid creation of top level files (`CHANGES`, `dataset_description.json`,
    etc) as a workaround during parallel execution to avoid race conditions etc.
    ([#344][])
  - Generate basic `.json` files with descriptions of the fields for
    `participants.tsv` and `_scans.tsv` files ([#376][])
  - Use `filelock` while writing top level files. Use
