Allow access information from package.meta in filter_builds #41

We've got a large monorepo with many packages. Currently we filter for packages to be built using a jq expression. We'd prefer to use syntax like:

pkgs.buildGoModule {
          name = "bin";
          src = ./.;
          vendorSha256 = null;
          doCheck = true;
          meta = {
            nixbuild = {
               doBuild = true;
               otherInfo ...
            };
            mainProgram = "";
};

This way, we don't need to maintain complex jq expressions.
