Reintroduce standup for initiatives #403

When I first joined the CTC there was a standup at the beginning of the meeting where people gave an update on the work they were doing. We decided to drop the standup as it was not scaling with the size of the team.

It dawned on me that perhaps we could could re-introduce the standup but specifically for initiatives rather than individuals.

I think it might be a good idea to try it out a few times before committing to anything but I think it can be a good way to stay on top of our high priority initiatives and have content that can be shared with our general community on the state of core development

In retrospect this is fixed by #399
