doc: remove "considered" in errors.md

"would be considered a `TypeError`" -> "would be a `TypeError`".

Using "considered" introduces unnecessary ambiguity. Is is not actually
a TypeError but merely "considered" one? Why is that? We don't say.
Simplify to "is a TypeError".
