fix: staged_pps should work #6748

Setting sandboxing by default would break staged_pps because it would
transitively make various compilation commands to be sandboxed as well
which is not supported.

We restore the old (no sandboxing) default to staged_pps

Worth backporting to versions 3.3, 3.4, 3.5 and 3.6?

3.6 for sure but we don't usually maintain more than 1 minor release branch at a time (in addition to the current one).

This would be useful in a situation where upgrading to 3.6.x is impossible but upgrading to a older 3.x.y is possible; but I believe that we avoid these situations (it would mean a regression in a 3.6.x which would be eligible to a 3.6.x backport).
