Added wdc to use us-east vpc region for image import #516

Folks using wdc instead of us-east in region would import the image from Sydney COS bucket. This is not a blocker but to use the closest region it is needed. Signed-off-by: Yussuf Shaikh <yussuf.shaikh1@ibm.com>
