When the API keys section is expanded, there's a link to the API documentation. It's currently pointing to Swaggerhub (which I'm still planning on using for writing new documentation). However, the link should point to the locally built documentation at /openapi/.

Fix link to OpenAPI documentation, make it work in dev

The link was going to the Swaggerhub documentation instead of the local
copy. Also, since the full URL was specified in the initializer, it
wouldn't work in dev.
