OBAndroid Testnet v0.1.3 pre-release

v0.1.3 is a major release for public testing. The backend service is based on the omnicore 0.12 release. But before transaction type 7(sendToMany) is activated on the mainnet, OBAndroid can only be on Testnet for testing purposes.
