Switch non-wind TIE, all tfrag, and all shrub, to use glMultiDrawElements. This updates the TFRAG3 format to version 14, so you'll need to extract levels after this change.

At the starting point, the frame time is 6.3ms now, down from 7.6ms. I think there's probably another few hundred microseconds to gain from TIE wind improvements.
