Why the changes in this PR are needed?

Adds lula to the OPA ecosystem. Lula integrates the OPA go library to natively allow for the use of Rego policy in a Validation for which data from various sources can be reproducibly interrogated for compliance - producing artifacts in a machine-readable format for GRC consumption.

What are the changes in this PR?

Adds Lula to the ecosystem following recommendations from the docs

Notes to assist PR review:

Links should establish precedence for addition to the community. Please see an example validation for how Rego is used to provide adherence analysis for the configuration from various domains.

Further comments:

Please let me know if there is anything that requires modification.

Hey Brand,

Thanks for listing the project. It looks great! I've left a few comments to make sure this new page lands in the most effective way for link building. Take a look and let me know if anything's unclear.

Sorry if the documentation and the other projects don't lead by example here. This might feel a little do-as-I-say, not-as-I-do, but I'm trying to clean up this section as we work on it. I hope these recommendations will improve the performance of the page for the Lula project too.

This looks good to me now. If you get this rebased, I'll let one of the US folks merge this one - and if they don't, I'll get it in first thing tomorrow!
