Remove suppress inc and dec from diagnosticsourcelisteners

[cijothomas]

as TracerProviderSdk is the sole place controlling start and stop of activities and feeding to processor pipeline.
(This is cause TracerProviderSdk now natively listens to legacy activities start/stop after #1836)
