Allow dynamic import for io.opentelemetry when matching #10385

Resolves #10159
It is unclear whether disabling of dynamic imports was necessary because of a bug in a particular version of equinox or something else. This PR explicitly allows the dynamic imports for classes in io.opentelemetry to fix an issue where the class for @WithSpan annotation is not found by the matching because it is dynamically imported.
