This yaml file includes the list of countries in Africa as well as the list of regions (northern, southern, eastern....) and the list of countries in them. The list of countries is the same than the one available in the openmod4africa scenario explorer

Thanks @sandrinecharousset for opening this pull request. Since this one is openmod4africa specific, could I ask you to open it here: https://github.com/iiasa/openmod4africa-workflow please.

@phackstock yes I will do that but before there is still something I don't understand: nearly all the files defined in the mappings section are specific to one project (which I don't know) so why is the treatment different for openmod4africa? Then why are the file definitions for openmod4africa not in the nomenclature repo? (which makes it difficult to find as this openmod4africa-workflow repo is not known -at least by me- Then it is still not clear to me why the file I have created cannot be in the regions section (you explained yesterday but I am still a bit troubled) (first I finalise the file debug.....)
