Do not make providers guess a language if they do not have the information.

On revisiting this issue with @chenejac, it seems that defining a specific value for an undetermined language would be a better option; otherwise we risk ending up with no language information at all, even in cases where it would be available.

The ISO-639 standard has the code und for 'undertermined'. The only trouble is that it's a 3-letter code, so an extension in the CERIF data model would be necessary. Alternatively, a 2-character (non-letters) code could be devised for use in CERIF. See also this discussion on Stackoverflow.

Closing this issue based on the discussion on 2021-07-02: it is o.k. for an interchange format not to mandate this piece of information.
