Update annotations for torch package on n-1 (2023b) version

Description

Complementary PR for #572

Merge criteria:

• The commits are squashed in a cohesive manner and have meaningful messages.
• Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
• The developer has manually tested the changes and verified that the changes work

I guess that's it.

It is kind of strange and inconvenient that the package versions are defined in 2023b branch and the annotations for it are in main branch, but I understand why it's done this way, so ok.
