Fix styling issue in the instructor dashboard #32030

To fix this issue:

  1. Find out what exactly was being fixed by Fix styles issue for the "Upload a CSV file" field #31288, as the description therein is unclear
  2. Reproduce the problem and describe it here
  3. Apply the fix in the PR and test if it actually fixes the problem; if not, find a fix that does, and implement it

There are also existing PRs to Olive and Nutmeg, but for the purposes of this ticket, the fix need only be backported to the latest release at the time of merging to master.
