PROD-1211
Description
Adding the TranscriptCredentials model from VEDA(https://github.com/edx/edx-video-pipeline/blob/master/VEDA_OS01/models.py#L684) in VAL for future usage in VEM. To be able to add EncryptedTextField, a new dependency django-fernet-fields has been added.
