Fix: if the support page is not set, the help button does not appear in the header

Fixex #373

What changed?

• If the SUPPORT PAGE variable is not set or is empty, the help button does not appear in the header nav.

Thanks for the contribution @lkatsikaris. Unfortunately, the header has been refactored as of #327 and there are conflicts with this PR as a result. If you'd like to refactor your implementation to match the latest in master, we'll be happy to take another look. I'll add the appropriate labels for us to keep track of this as well.
