[ethcore]: make it compile without test-helpers feature (#11036)

* [ethcore]: rustc_hex not longer `optional`

Used by `ethcore/client/client` when importing blocks

* [ethcore-types]: `DataFormat` add docs + tabify

* fix(grumbles): bump `rustc-hex = 2`
