bugfix lgtm, but imo the function names in this module are very misleading.
The function is_epoch_end
should be called differently, cause right now it implies that this function returns bool and it does not modify anything

Fixes the issue seen in #10306 when updating a fixed list of validators. I've also been working on a test to simulate this scenario but it's been a pain in the ass to write so I'll be opening up an issue and doing it in another PR.
