bash-completion setup is now live on module load:

$ singularity [TAB]
build       config      inspect     oci         push        run-help    sif         verify      
cache       delete      instance    plugin      remote      search      sign        version     
capability  exec        key         pull        run         shell       test

CI test included to check for working completion.
