When you upload a document for a workflow item, the event is not reflected in the history

Currently, uploading a document happens through workflowitem.update, which in turn is reflected in the history. With that in mind, is this issue really about creating a dedicated intent for uploading documents, so as to allow us to produce a dedicated history event for it?
