Add info about scitokens issuers for each namespaces to the JSON served by the
/osdf/namespacesendpoint (a.k.a./stashcache/namespacesand/stashcache/namespaces.json). The schema is described in https://opensciencegrid.atlassian.net/browse/SOFTWARE-5760.
