[Multiple Datasource] Add new component to handle error when loading data sources and add to all data source components

Is your feature request related to a problem? Please describe.
When there is error to get data sources in the initial load, if there is any error, a toast message shows, but the data source button in the navigation bar will show no text with an icon which is not very intuitive.

Describe the solution you'd like
We can display a component to indicate an error state plus a toast message, and we also should use the callback to inform the plugins with empty result.
