[Multiple Datasource] Improvement on the error state component for data source picker

Is your feature request related to a problem? Please describe.
In #6439, we introduced error component to handle when there is http request. This component use the existing OUI components which don't look consistent with other components

In addition, from the current component, it's hard to tell what action user needs to take. We need to optimize this behavior.

Describe the solution you'd like
Introduce new icon components to mount for the error state.
In addition, we need to remove the label, add popover with button to refresh the page.
Besides, we need to add button in toast message to refresh the page

Describe alternatives you've considered
Keep existing icon and label, and keep the current behavior
