Describe the bug

In Visbuilder currently were seeing what appears to be the same issue as #2643

Currently we have tenants and security enabled and are running version 2.18.0

To Reproduce
Steps to reproduce the behavior:
In a tenant with one or more bad index patterns

  1. Go to Visbuilder
  2. An infinite scroll of errors should appear

Expected behavior
The error toast should only appear once per bad index pattern.

OpenSearch Version
2.18.0

Dashboards Version
2.18.0

Here visually is an example where with two bad index patterns ads_b and hawkeye360 we can get an infinite scroll of error toasts
