revert: switch ocp 4.14 back to 4.13
Due to CDI bug
kubevirt/containerized-data-importer#2838, we are unable to import datavolumes into cluster. The provided workaround pullMethod: node works only with non authorizated registries. Our windows lanes require authorization to access registry and that would require additional work.
For now to unblock ci, we will switch back to ocp 4.13

Comment: /pj-rehearse {test-name}, with each test separated by a space, to run one or more specific rehearsals
