[feature request]install yurthub component on edge nodes depending on StaticPod cr resource.

What would you like to be added:
As we discussed in proposal: #1065, we will use StaticPod CRD to manage static pod(like yurthub component) on edge nodes. so yurtadm join should use pod template in StaticPod cr instead of hardcode to install yurthub component.

Why is this needed:
