Make sure python 3.11 is used on Maxwell, since 3.12 is not yet supported and 3.9 seems to be having issues.

Thanks Angel!
I have checked that 3.11 is the only version that works in Maxwell.
Python 3.9, 3.10 and 3.12 fail to install mpi4py.
