[IOPAE-1133] Upgrade arm-apimanagement sdk

Update the Arm Api Management SDK cause support for the currently used version will be retired by Microsoft on June 1st 2024.

List of Changes

• Updated dependency "@azure/arm-apimanagement" from 5.1.1 to 9.1.0
• Updated dependency "@azure/graph" from 4.0.1 to 5.0.3
• Updated dependency "@azure/ms-rest-js" from 2.6.4 to 2.7.0
• Updated dependency "@azure/ms-rest-nodeauth" from 2.0.6 to 3.1.1
• Added dependency "@azure/identity"
• Edited all Azf which was using those dependencies
• Updated All unit tests

Motivation and Context

How Has This Been Tested?

• Unit Test
• Local application run comparing responses and behaviour between the local updated App and del Deployed ones
