Summary
Due to changes to permissions on repo.spring.io access, this PR changes the URI for the dependency for Tomcat Support Jars to Maven Central.
This will only ensure the next release of the Apache Tomee buildpack resolves the Tomcat Support dependencies successfully. Users will need to ensure they use the latest version of this buildpack and the Java composite buildpack(s) that include it, to prevent failing builds due to issues such as paketo-buildpacks/apache-tomcat#295
