Migrate from deprecated GHA features

Describe the Enhancement

GitHub has deprecated save state and set output. We are for sure using set output in many places. We will need to migrate at some point. It is not clear yet when they will remove the old functionality.

Possible Solution

Update pipeline builder as is required.

Motivation

Eventually GitHub will remove this functionality and it'll impact our pipelines. It's likely some or all of them will start failing.

What is more up for debate is how quickly we make the change. It's unknown when they'll remove the functionality so that probably means we have some time, but we don't really know how much.
