Add recommended and latest badge to each rule and the rule list

Overview of change:

As requested in #3018, a new badge is added to show whether a rule is in the recommended list config setting, or in the latest list config setting.

As Prettier is now in the commit hook, all the files were formatted with prettier. Please, check that this format does not break your files.
