This milestone tracks getting the BEEFY-client/BEEFY-voter to a state where it functions correctly and reliably in all network conditions and scenarios, as long as validators are fair (other nodes can still misbehave).

Incentivizing validator fairness is a future milestone.

Work breakdown for this milestone (on top of already done Lean BEEFY):

Memory leak fix in paritytech/substrate#13606 - will retry Rococo deployment with release containing it.

paritytech/substrate#13606 wasn't included in v0.9.41 release for some reason, now waiting for v0.9.42 release
