Since the update to 1.56.1 https://gitlab.parity.io/parity/polkadot/-/jobs/1203691 seems to fail repeatedly.This is caused by #4042 which has root causes that have a few deps that can't be resolved so easily ( #3824 et.al. ) and is not the highest prio right now.This PR silences the warnings.Does a few chores, such as added comments and remove an unused
