cli: increase the time limit for the host-perf-check command #4498

Follow-up for #4342
Generated constants are actual results of running the benchmark, using them as a time limit may cause failing the check even on the reference machine, thus these numbers should be increased.

I chose +50% of time, but probably x2 would also make sense.
