This is a pro-forma PR to finalize the completion of PR #33.

TL;DR:
PR #33 on branch rfc-graph-query branch was open as a diff w.r.t. rfc-graph-model branch (with associated then-open PR #25), to be able to finalize both RFCs at the same time.
Consequently, closing PR #33 resulted in a merge into #rfc-graph-model rather than into main.
This PR completes with a merge into main.

This introduces the graph data type into the PartiQL type system.
This does not cover query/construction/representation of graph, but is
the basis for such operations.

- Renamed a data model function from **pay** to **payload**.
- Removed an extraneous subsection level under Unresolved Questions.

Also, moved content of Drawbacks section from RFC-33 to RFC-25.
