Upgrade dokka to 1.6.10 following gradle upgrade #114

Tried publishing a new version of PIG to maven, but got the following error:

> Task :pig:dokka FAILED

FAILURE: Build failed with an exception.

* What went wrong:
Some problems were found with the configuration of task ':pig:dokka' (type 'DokkaTask').
  - In plugin 'org.jetbrains.dokka' type 'org.jetbrains.dokka.gradle.DokkaTask' property 'dokkaRuntime' is missing an input or output annotation.

    Reason: A property without annotation isn't considered during up-to-date checking.

    Possible solutions:
      1. Add an input or output annotation.
      2. Mark it as @Internal.

  - In plugin 'org.jetbrains.dokka' type 'org.jetbrains.dokka.gradle.DokkaTask' property 'outputDirectory' is missing an input or output annotation.

    Reason: A property without annotation isn't considered during up-to-date checking.

    Possible solutions:
      1. Add an input or output annotation.
      2. Mark it as @Internal.

Upgrading the gradle version to 7 causes the above dokka error when publishing. I had to do something similar when publishing partiql-isl-kotlin: partiql/partiql-isl-kotlin#4.

Tested by publishing to maven local:

Deprecated Gradle features were used in this build, making it incompatible with Gradle 8.0.

You can use '--warning-mode all' to show the individual deprecation warnings and determine if they come from your own scripts or plugins.
