Using
pip install -eon projects without apyproject.tomlfile has been deprecated and set for removal in pip 25, so we add the file on all packages.Also, updates the publishing workflow to prevent the addition of an attestation to
dist/during the publish to TestPyPI, which was then leading to a failure to publish to PyPI.
