Yes, although the tricky part though is if you want to account for preferential sampling (not currently supported in sdmTMB), and there is a literature on this for spatiotemporal GLMMs more generally (along with some cool new work on integrating scientific monitoring data with fishery-dependent data, e.g., Rufener et al. 2021: https://doi.org/10.1002/eap.2453)
